International activities on Sustainable ProcurementIn December 2008, the EU Environment Council decided to develop environmental criteria for all European public procurement. A voluntary target of 50% in 2010 has been set for each EU member state.
A toolkit has been developed with Green Public Procurement (GPP) criteria for 10 productgroups. It concerns:
1. Copying and graphic paper
2. Cleaning products and services
3. Office IT equipment
4. Construction
5. Transport
6. Furniture
7. Electricity
8. Food and catering services
9. Textiles
10. Gardening products and services
The toolkit you can find via de website (see below) The Netherlands will actively contribute to the development of the EU criteria by sharing information on its experiences with sustainable public procurement with the EU Commission and other member states and by giving concrete and practical suggestions for further development.
Harmonisation of European criteria will undoubtedly promote the use of the EU GPP criteria and reduce the administrative burden for suppliers, while creating a level playing field for business as well as encouraging innovation. The Netherlands is a firm advocate of output specifications (rather than overly technical specifications) to drive such innovation. The Netherlands also supports?? the ambition of the EU to develop social criteria.
The Netherlands is one of the frontrunners in the EU in the actual application of environmental criteria. Several European countries active in sustainable public procurement have formed a platform to actively exchange experiences and views amongst themselves and with the Commission to contribute to the development of EU criteria. The platform is open to everyone working for one of the member states on sustainable public procurement policy. New developments The Netherlands participated in the EU seminar on GPP that was organised by the EU president, Sweden, in Stockholm in November 2009. The European Commission has prepared a working plan for both Ecolabel and GPP criteria. It will alllow prioritisation of product and service groups. DG Environment tries to link the Ecolabel process and the GPP process as much as possible.
