Instruments to support sustainable procurement

Sustainable procurement can be promoted by applying criteria but there are also other instruments that can support authorities in achieving sustainable purchasing. In the Netherlands, the following instruments have been developed:

Declaration of Participation Sustainable Procurement Governments
Dutch authorities can express their intention to adapt Sustainable Procurement in the purchasing process by signing a declaration of participation. Click to see the page with all the Dutch authorities that have so far expressed their ambition by signing this declaration (list at the bottom of the page). 

Examples from real life experiences
Good practices on Dutch Sustainable Procurement are collected. Examples of how, when or where public authorities have used Sustainable Procurement in their procurement process can motivate other authorities to do the same or similar.

SPP Coach 
The Sustainable Public Procurement Coach is a web-based instrument that provides various public authorities the opportunity to track their own performance with regard to Sustainable Public Procurement. After answering several questions, the SPP Coach provides a customised advice to a public organisation on how to improve the organisation and implementation of SPP within their organisation. Also best practices and suggestions to do more on SPP are supplied. At this moment the SPP Coach is only available in Dutch.

Sustainable Procurement Manual
This manual was developed to help public purchasers and other staff involved in procurement processes to take the first steps toward sustainable procurement. The manual is directly linked to the Criteria Documents and is meant to be an aid when using these documents and in particular the criteria. In the Manual, people can read how sustainability can be incorporated into the different phases of the procurement process and how the various core and award criteria can be used in practice. 

Cradle to Cradle
For some governement organisations using the criteria is simply not enough. They have higher ambitions for sustainability. They may even persue Cradle to Cradle targets. The brochure at the bottom of this page informs those organisations on what it means to implement 'Cradle to Cradle thinking' into a purchasing process.
