REACH: Registration, Evaluation, Authorization and restrictions of CHemicals: The EU Chemicals policy


REACH focuses on all producers and users of chemicals and on all organisations which have any dealings with chemical products.


Welcome on the website of the Dutch REACH-helpdesk.
The REACH-helpdesk is an initiative of the Dutch government. The goal of the REACH-helpdesk is to support companies in fulfilling their obligations under REACH. The helpdesk is executed in cooperation between NL Agency and RIVM.

Under REACH your company may play various roles depending on the types of substances you use and your participation in the life cycle of the substances. As an example you may be a producer of one chemical, while for another chemical you are a downstream user. With the help of the EU Navigator tool you can identify the obligations your company has to fulfill within REACH. The Navigator (ECHA) helps industry to determine its obligations under REACH and find the appropriate guidance on how to fulfil these obligations. Under REACH, each actor in the supply chain has specific obligations and tasks for individual substances. Even when dealing with preparations or articles, most of the REACH obligations relate to the substances that are contained in those preparations or articles.

Enforcement of REACH 

The supervision of compliance with REACH comes under the responsibility of the Dutch Labour Inspectorate, Ministry of Housing, Spatial Planning and the Environment Inspectorate (VROM Inspectorate) and the Food and Consumer Product Safety Authority. It has been agreed that each target group should deal with a single inspection service as contact point for the supervision:

  • The Labour Inspectorate supervises the professional users of substances and preparations.  
  • The Food and Consumer Product Safety Authority supervises producers, importers and dealers in preparations and items for consumers. 
  • The VROM Inspectorate supervises producers, importers and dealers of substances, preparations and items for professional use.         

2009 spearheads

  • From the provisional results of enforcement in 2009, compliance with the legislation about safety information leaflets in particular (veiligheidinformatiebladen, VIBs) has proven still to be insufficient. During visits in 2009, inspectors will pay special attention to this. The risks of substances and the measures to limit these risks are described in VIBs. 
  • Specific attention to the registration obligation for the gradually integrated substances for producers and importers. For this, a registration or pre-registration had to be submitted before 1 December 2008.
  • In 2008, the enforcement of the new EU Regulation for classification, labelling and packaging of substances and mixtures (EU-GHS) was prepared. In 2009, the REACH and EU-GHS inspectorates will be combined as far as possible. More information on EU-GHS at www.ghs-helpdesk.nl        

Otherwise than in 2008, the VROM Inspectorate and the Food and Consumer Product Safety Authority do not plan any specific enforcement actions by target group and by time. Every six months a selection of companies will be made, in which a mix of companies from the various target groups is present. The Labour Inspectorate will however carry out checks during 2009 for specific user target groups/trades.
