DifferencesDifferences between tender 1 and 2Most important changes in tender 2 of the Global Sustainable Biomass Fund as compared to tender 1:
- Independent implementing organisations of national governments are now eligible for subsidy. Treaty organisations are still not.
- Although a project may only involve one part of the chain, the feasibility of the entire chain must be demonstrated.
- The focus countries are the same, but no longer is a percentage (85%) of the subsidy means reserved for them. Focus countries weigh more in the assessment.
- At least one party in the developing country on which the project focuses must be involved as a participant in the project.
- More emphasis on the importance of knowledge and/or capacity furthering and knowledge transfer.
- Clarifies that only vegetable residues are eligible for subsidy.
- The minimum requested subsidy amount is 100,000 euros.
- The assessment will also take into account the distribution of types of projects within the Global Sustainable Biomass Fund (for both tenders).
- Two ranking criteria have been added:
- the extent of the contribution to the Millennium Development Goals for fighting poverty.
- the organisation of the project and quality of the project proposal.
You must score sufficiently on the ranking criteria in order to be eligible for subsidy. - A proof of endorsement from the local government no longer needs to be provided as appendix to the application.
- For consortia, no separate authorisation of the participants to the lead applicant needs to be attached, nor as part of the consortium agreement. By signing the Members details form, this authorisation is automatically given.
- In the event of necessary investments outside the scope of the project, a business plan draft must be provided in the project plan, including an investment picture, the debt/equity ratio and an operating balance.
- The statutes of the lead applicant no longer need to be attached to the application in order to substantiate the COCA.
- An estimate must be given in the project plan of the amount of people in the developing country in question who are affected by the project, and in which way.
- During the assessment, SenterNovem may, if necessary, organise a meeting with an applicant, or go visit them in order to obtain additional information concerning the application in question.
