There is no single effective strategy to stimulate citizens and companies to implement energy efficiency measures. Legislation does help, but in itself does not suffice. The same can be said of information campaigns, technological developments, fiscal measures and other price incentives. A combination of these strategies is needed in order to gain the maximum effect from the great potential for energy saving. This was the conclusion with which Guido Landheer, Acting-director, Energy and Sustainability at the Dutch Ministry of Economic Affairs, closed the Amsterdam Forum on 23 May 2008 in the Krasnapolsky Hotel.
